Job Summary

 UTA’s Planning Department is comprised of two teams: Strategic Planning and Service Planning. The Manager of Long-Rage and Strategic Planning directs and manages work of the five-person Strategic Planning Team. Works collaboratively with the other Planning Department Managers as well as other departments throughout the agency, including TOD, Capital Development, and Operations. 
Functions and responsibilities of Strategic Planning include: Maintaining and building relationships with local and regional stakeholders, assisting in the development of the transit elements of the Metropolitan Planning Organizations’ Regional Transportation Plans, recommending and development of new processes and organizational strategic plans for UTA, supporting transit research and analysis, advancing first/last mile connections, promoting UTA’s ethic of environmental stewardship and sustainability, maximize the effectiveness of the existing and future transit network, managing Strategic Planning staff and consultants, and representing UTA’s Strategic Planning Team in various internal and external working groups.


Minimum Qualifications


EDUCATION/TRAINING
Bachelor’s Degree in Urban Planning, Civil or Transportation Engineering, Public Administration or a closely related field required. Master’s degree preferred. 

EXPERIENCE:
Seven years progressively responsible experience in a planning/urban development role to include at least two years managing a project team.  American Institute Certified Planner certification is preferred.   Ability to prepare and track task schedules and budgets for complex multi-jurisdictional studies. Ability to work cooperatively with customers and the general public in controversial situations and represent the agency in a variety of public settings.
 
 Knowledge and skills 
·        Local planning process and regulatory processes,
·        Federal Transit Administration project development process, 
·        Local transportation project development process,
·        Transit operations and the relationship between land use/urban design and transit,
·        Geographic Information Systems,
·        Thorough understanding of project management techniques,
·        Microsoft Office Suite (i.e. Word, Excel, and PowerPoint software),
·        Strong written and verbal communication skills,
·        Ability to understand and perform statistical analysis, 
·        Basic knowledge of travel demand models, and
·        Public finance of transportation agencies
·        Ability to use creativity to develop plans and solutions

Pay Rate:  $86,000 – 95,000 based upon experience
