JOB INTRODUCTION
 

Clackamas County Social Services Division is looking for a dynamic and compassionate supervisor to join the Developmental Disabilities team. The Human Services Supervisor is responsible for the coordination and supervision of the Adult Team staff and resources for community service to individuals with a developmental or intellectual disability. Positions at this level work within established policies and guidelines to develop daily operating procedures, work plans and schedules.
We are looking for an individual with experience in Social Services, as well as specific working experience with individuals with developmental or intellectual disabilities. The most successful candidates will have strong case management experience in Developmental Disability Services, knowledge of state and federal regulations and requirements, specifically knowledge of Oregon’s K-State Plan, HCBS Waiver, In-Home Services, and Employment First. The candidate in this position must meet the requirements outlined in the Oregon Administrative Rule (OAR) as it pertains to Community Developmental Disability Program Supervisors.
Required Minimum Qualifications/ Transferrable Skills:*
  • Must meet the Oregon Administrative Rule (OAR) for a Community Developmental Disability Program (CDDP) Supervisor.**
A) A bachelor's degree or equivalent course work in a field related to management such as business or public administration, or a field related to developmental disabilities services may be substituted for up to three years required experience; OR
B) Five years of experience in staff supervision or five years of experience in technical or professional level staff work related to developmental disabilities services
  • At least 3 years of experience in Developmental Disability Services
  • Experience in planning, managing and coordinating a human services program
  • Extensive knowledge of federal, state and local rules and regulations, specifically OARs related to the delivery of Developmental Disability services in Oregon
  • Extensive knowledge of community resources
  • Extensive knowledge of benefits available to individuals with a developmental disability in the state of Oregon
  • Strong communication skills, both written and oral to make recommendations, provide advice, and prepare analysis and reports
  • Ability to establish and maintain successful partnerships with outside entities, other County employees and the public
  • Must successfully pass a criminal history check which may include national or state fingerprint records check and reports of substantiated abuse
  • Must successfully pass a pre-employment drug test
  • Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment. Preferred Special Qualifications/ Transferrable Skills:*
  • Bachelor's or higher degree in a field related to business management or public administration OR a field related to developmental disabilities services
  • Extensive knowledge of Medicaid programs
  • Case management experience working with individuals with developmental disabilities

** 411 -320-0030 - Organization and Program Management The rules in OAR chapter 411, division 320 prescribe general administrative standards for the operation of a community developmental disabilities program (CDDP).
(1) A CDDP providing developmental disabilities services under a contract with the Department is required to meet the basic management, programmatic, and health, safety, and human rights regulations in the management of the community service system for individuals with intellectual or developmental disabilities.
(5) QUALIFIED STAFF. Each CDDP must provide a qualified CDDP manager, services coordinator, eligibility specialist, and abuse investigator specialist for adults with intellectual or developmental disabilities, or have an agreement with another CDDP to provide a qualified eligibility specialist and abuse investigator specialist for adults with intellectual or developmental disabilities.
(b) CDDP SUPERVISOR. The CDDP supervisor (when designated) must have knowledge of the public service system for developmental disabilities services in Oregon and at least:
(A) A bachelor's degree or equivalent course work in a field related to management such as business or public administration, or a field related to developmental disabilities services may be substituted for up to three years required experience; or
(B) Five years of experience in staff supervision or five years of experience in technical or professional level staff work related to developmental disabilities services.

RESPONSIBILITIES
 
  • Hires and supervises professional and technical staff working in the Developmental Disability (DD) program, which includes: prioritizing and assigning work; conducting performance evaluations; conducting and/or facilitating staff training and development programs; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
  • Supervises the day-to-day activities of case management staff, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, and standards; ensures effective delivery of services, compliance with Federal, State, and local laws, regulations, codes, and/or standards.
  • Plans and coordinates the activities of the DD program with other human service programs within assigned department and other community and government agencies; serves as liaison with employees and external organizations; represents the County and/or section at a variety of meetings, public events, training sessions, on committees, and/or other related events.
  • Reviews and approves client service plans and program expenditures; gathers and compiles data and prepares reports.
  • Utilizes LEAN tools and practices to prioritize and coordinate the delivery of services and activities to achieve established goals and objectives. Assesses the outcomes and recommends process improvements; develops and implements procedural improvements and recommends policy changes to higher level management.
  • Responds to and resolves concerns, complaints, and/or other related issues received from internal staff, the general public, outside agencies, and/or other interested parties.
  • Provides direction to staff on complex technical or procedural issues; makes or reviews decisions on difficult case problems; maintains or reviews client case files.
  • Prepares, reviews, interprets, and analyzes a variety of information, data, and reports; makes recommendations based on findings; maintains applicable databases, files, and/or records.

 
QUALIFICATIONS
 

Working Knowledge of: principles, methods, trends, practices, and techniques in delivering case management services to people experiencing developmental disabilities; principles and practices of public administration including organization design, budget/grant administration and supervision; needs of individuals with limited economic and social resources; supervisory principles and techniques; community resources; case management methods and techniques; office equipment, including personal computers and software program; applicable federal, state, and local laws, rules, ordinances, statutes, and regulations. Specific knowledge of OARs related to the delivery of developmental disability services in Oregon.
Skill in: planning, managing, and coordinating a human services program; establishing and maintaining cooperative working relationships with the community, private and government agencies, County employees, and the public; effectively developing and utilizing available staff, program and community resources; interpreting policies and developing corresponding procedures; incorporating team participation in decision making; preparing and delivering oral presentations before public groups.

 
WORK SCHEDULE
 

This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
