Chief Epidemiology Officer

The Chief Epidemiology Officer provides strategic direction and leadership for the Office of Science, Surveillance, Epidemiology, and Technology (SSET) and serves as El Paso County Public Health's (EPCPH) lead epidemiologist. Ensures EPCPH has the foundational capability to identify, prioritize, plan, and conduct analytical projects and investigations. Stays current with emerging public health issues, analytical methods, and evidenced-based best practices. Conducts population-focused epidemiologic analyses or special investigative projects, prepares reports, and disseminates data. Leads agency efforts to monitor population health status and uses analysis to guide EPCPH's efforts to assess and improve community health.
  • Leads agency efforts related to science, technology, data, and epidemiology to meet current and projected needs of El Paso County and the Public Health Department.
  • Provides epidemiology subject matter expertise required to lead analytical activities including scientific study design, survey development, and other methods of data collection, application of appropriate statistical methods, and interpretation of results.
  • Supervises, mentors, and evaluates personnel within SSET. Assigns analytical projects to staff. Participates in hiring and disciplinary process. Identifies current and future staff development needs and training opportunities. Models professionalism to agency staff.
  • Leads and performs appropriate research to identify demographic, geographic, cultural, and other variables linked to the incidence of disease. Conducts advanced analysis of data to monitor population health status and its correlates to describe trends or adverse health outcomes among targeted population. Identifies local data sources to describe health issues in the community.
  • In collaboration with other subject matter experts, researches evidence-based interventions in response to epidemiologic findings and defines programmatic corrective actions to alleviate adverse health effects. Proposes practices or policies that will positively impact health outcomes of targeted groups.
  • Evaluates epidemiologic and analytic activities at the agency; develops and expands agency capabilities and identifies needs around epidemiologic capacity.
  • Develops, coordinates, implements, and evaluates strategic planning initiatives and the necessary resources to accomplish those plans in accordance with the agency's mission, vision, and values.
  • Collaborates with Development and Strategic Initiatives Officer to develop and strengthen funding proposals by utilizing data to describe local health issues and develop appropriate project evaluation plans.
  • Creates reports, summaries, and data visualization tools for internal and external partners. Collaborates with the Public Information Officer to share data via scientific presentations, media outlets, online platforms, and other venues.
  • Manages and supports the development/updating of population-based Community Health Assessments and Public Health Improvement Plans.
  • Establishes necessary data sharing agreements with community partners to describe local disease burden and health issues in El Paso County. Collaborates with agency legal counsel and HIPAA Privacy Officer to review data sharing agreements and ensure compliance with applicable laws. 
  • Develops strong community partnerships to identify and address health concerns in the community. Identifies opportunities to provide epidemiological consultation and evaluation services in accordance with agency strategic plan.
  • Participates in agency emergency planning and response activities.
  • Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive Public Health image, constructive working environment, and foster pride and professionalism in the workplace and community.
  • Performs other duties as required.
