Textile Technologist/General Engineer

This position is in the Division of Engineering (LSE) in the Directorate for Laboratory Sciences (LS) in the Office of Hazard Identification and Reduction (EXHR) at the U.S. Consumer Product Safety Commission (CPSC). The position serves as the LSE Division’s senior technical expert and authoritative project lead in the area of textile science and technology, materials flammability, and fire safety.
DUTIES:
You will serve as the Commission's expert concerning fire hazards of consumer products. This position is as the senior expert for programs and projects under the Consumer Product Safety Improvement Act (CPSA), Consumer Product Safety Improvement Act (CPSIA), the Flammable Fabrics Act (FFA) and the Federal Hazardous Substances Act (FHSA). You will manage a program area, which may consist of several related rule-making projects, voluntary standards activities, test programs, and compliance assessment programs, as required by the CPSA, FFA and FHSA within the fire hazard area.
You will apply your technical expertise in textile technology and/or general engineering concerning the performance and characteristics of consumer products, many of which contain textiles and/or their fire behavior. You will develop, revise and write agency guidelines that require industry compliance pertaining to the flammability of consumer products. As a Textile Technologist/General Engineer, you will develop, plan and coordinate projects that investigate the flammability of consumer products, and also:
  • Prepare experimental designs for projects and interpret data for final reports.
  • Lead Division test programs that support laboratory research, product assessments, and development of performance requirements
  • Develop manuals and technical guidelines used by agency employees and interpret technical requirements of regulated industries.
  • Lead Division efforts to write reviews, summaries, and position papers on a wide variety of consumer product safety issues.
  • Conduct meetings, briefings and presentations before the Commission, other Federal agencies, and the professional and scientific community.

QUALIFICATIONS:

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:
(1) Extensive technical experience in the area of textile technology and fire science as related to consumer products; (2) experience communicating with and providing leadership to a group of highly technical scientific employees; and (3) experience in analyzing and interpreting data associated with the safety of consumer products.

EDUCATION:

Mandatory Education Requirement - All applicants must meet one of the following requirements to qualify:

1384, Textile Technologist: You must possess a bachelor's degree or higher in textile technology, OR You must have a combination of education and experience. The courses must be equivalent to a major in textile technology that included at least 20 semester hours in textile technology and closely related subjects, plus appropriate experience or additional education.

0801, General Engineer: Successful completion of a professional engineering degree from an accredited university or college. OR You must have a combination of college-level education or training, AND technical experience that furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement indicated above, applicants must have 1 year of specialized experience equivalent to at least the GS-13 grade level.
