Air Quality Permitting Staff Engineer


The State Office is recruiting for a Air Permitting Engineer. This position will be responsible for providing technical and regulatory support for processing and drafting air quality permits.

This position is established at the Staff Engineer level and may be under filled at the Associate level or Engineer-in-Training. Upon successful completion of a training plan and when minimum qualifications for the Staff Engineer level are met, the incumbent will be reclassified to a Staff Engineer and compensated accordingly.

The Engineer-in-Training and Associate Engineer classifications are used for recruitment and training purposes for the Staff Engineer position. Through various types of on-the-job training, employees hired at the trainee level will learn to carry out the duties of a Staff Engineer. Upon completion of training, including possession of a Professional Engineering license, the employee will be promoted to the Staff Engineer level.

Example of Duties:

Review air quality permit applications to determine compliance with air quality rules and regulations for the purpose of issuing air quality permits. Draft air quality Permits to Construct, Tier I operating permits, and Tier II operating permits. Provide technical and regulatory assistance to the regulated community regarding air quality permit application requirements. 
  • Coordinate draft permit reviews with regional offices. Upon request, participate in permit hand-off meetings
  • Visit industrial facilities and provide technical and regulatory assistance on air quality permit requirements, such as monitoring and record keeping methods to aid in complying with regulatory requirements
  • Provide technical peer review and mentor less experienced engineers
  • Provides technical and regulatory support to the compliance and enforcement program in support of compliance determinations for regulated facilities
  • Provide technical support for drafting rules and technical backup documents for the rule making process. 
  • Work with regional offices, technical services and other programs within the Air Quality Division to provide technical and regulatory support to review source test reports as well as develop new rules, guidance, and policies that will meet the goals of the air program and support air shed management
 
Minimum Qualifications:

Licensure: Licensed in Idaho as a Professional Engineer (PE); or eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12;

AND

Valid driver's license.

Experience: analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards.
 
Specialty Minimum Qualifications (required for this position):

  • DEQ 3110 - Air Permitting: Please describe how you have obtained a college degree in engineering, physics, chemistry, environmental science or a closely related field; AND at least one (1) year of full-time work experience with: a governmental regulatory agency developing air quality permits for industrial sources; OR, a consulting firm or contractor with primary responsibility for preparing air quality permit applications; OR, ensuring compliance with air quality permit conditions at an industrial source.

 Supplemental Information:Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
  • Must have a valid driver's license
  • Ability to climb ladders, staircases, work on uneven terrain
  • Occasional travel required
  • May be required to travel and stay overnight in remote areas
  • May come into contact with hazardous waste/materials
