Audio-Video Broadcast Specialist

SALARY: $57,549.65 - $91,849.68 Annually

REQUIREMENTS AND PREFERENCES:

The Broward County Board of County Commissioners is seeking qualified candidates for Audio Video Broadcast Specialist with the Office of Public Communications.

Broward County Office of Public Communications seeks a team-oriented, creative and highly motivated candidate for Audio-Video Broadcast Specialist. This is responsible, highly visible and advanced technical work. Work is performed with a high degree of independent judgment.

Responsibilities include:

  • Assist in production of live broadcasting and webcasting, including operating audio and video for government meetings and news conferences.
  • Act as producer, director, camera operator and technical director/editor on live broadcasting/webcasting of government meetings and on location video productions.
  • Provide occasional technical support for events and meetings; assist staff in proper use of equipment (projectors, monitors, microphones, phone conference systems, etc.).
  • Assist in building and maintaining a library of video assets.
  • Perform related work, as required.

Some evening and weekend work may be required. Work may require extended shifts in a stressful environment during activation of the Broward County Emergency Operations Center.

General Description

Acts as a director, camera operator and video switcher for live televised and webcast County events.

Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements

Requires an Associate's degree or specialized courses/training equivalent to satisfactory completion of two (2) years of college in video production or closely related field.

(Two years of relevant experience may be substituted for each year of required education.)

Requires six (6) years in filming, editing, manipulating and converting video or closely related experience.

Special Certifications and Licenses

Must possess and maintain a valid Florida Class E Driver's License for duration of appointment.

Preferences

  • Bachelor's degree in film/video or closely related field.
  • Basic skill level using PowerPoint, Word and Excel.
  • FAA Part 107 Drone Operators Certification.
  • Recognized industry certification, such as Digital Cinematography/Videography certification, and/or Society of Broadcast Engineers (SBE) Broadcast Networking Certification.
  • Demonstrated ability to write video scripts.
  • Experience using video production equipment such as Sony FS7.
  • Demonstrated ability using computers and non-linear video editing and graphics creation software such as Adobe Premiere Pro.
  • Familiarity with Adobe After Effects, Media Encoder and PhotoShop.
  • Experience with advanced video editing software such as DaVinci Resolve 16 at time of application.
  • Two (2) years of experience in government or tribal government or affiliated organizations, at time of application.
  • Five (5) years' experience in live television broadcasts/webcasts, including experience using production switchers, character generators and robotic video cameras.

DUTIES AND RESPONSIBILITIES:

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Serves as a liaison with staff across the organization for technical/audio-video consulting and troubleshooting purposes; provides direction and guidance to individuals supporting media equipment during televised events; prepares media resources for planned meetings.
  • Operates broadcast grade multi-source edit system, special effects, digital effects generations, video graphics and tilting systems, and audio sweetening systems to produce broad cast quality programming.
  • Produces and supervises all "on air" televised and webcast events for the County; updates program schedule; provides audio-visual support for any broadcast press conferences.
  • Prepares and sets up meeting room technical and audio-visual equipment for media resources requested by meeting planners; consults on Power Points to be broadcast or/and displayed.
  • Creates programs by filming meetings and events to be viewed by the public; provides direction to County staff on broadcasting operations for County meetings and press conferences.
  • Assists County personnel and residents in conducting meetings in regards to audio, video, and phone conferencing.
  • Performs related work as assigned.

Physical Demands

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

Involves routine and frequent exposure to traffic; moving machinery.
