Engineer I/II/III - Reviewer
Annual Starting Salary:
***Engineer I: $56,400 - $70,500***
***Engineer II: $65,600 - $82,000***
***Engineer III: $77,200 - $96,500***
Performs a variety of professional and consultative engineering duties in the field of civil engineering (land development engineering, drainage/traffic/transportation engineering and planning) in accordance with civil engineering principles and practices and County policies.
Functions of Engineer I and II – Reviewer:
- Accomplishes engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, development review, or traffic/transportation engineering; assists senior level engineer with complex engineering assignments.
- Attends and represents the County at various meetings with citizens, developers, contractors, consultants, county departments and other governmental agencies.
- Recommends and assists in the preparation of criteria and procedural or ordinance changes.
- Accomplishes plan check review and processing of plans and reports for private developments, commercial, and multi-family projects. Review includes County roads, drainage, transportation, and traffic engineering activities.
- Reviews private development applications and plans to ensure the proposed design characteristics of land development projects are compatible with the County's infrastructure and long term plans.
- Formulates and prepares departmental recommendations for conditions of approval for private land development projects such as subdivisions, planned developments, site plans, and use permits as they relate to streets, drainage, and other infrastructure.
- Analyzes construction plans for road, drainage, and capital improvements to ensure compliance with County criteria.
- Evaluates existing road and drainage problems; makes recommendations for appropriate corrective measures.
- Prepares and reviews quantity calculations and cost estimates for engineering projects.
- Performs appropriate job functions via computer applications, including word processing, spreadsheet, data base management and specific engineering programs.
- Coordinates plan review with other departments and agencies to ensure compliance with all applicable standards, criteria, and codes; ensures appropriate records are maintained.
- Supports the Project Manager/Planner and serves as the primary point of contact for the customer and staff; keeps Project Manager/Planner informed of discussions and decisions made in their absence.
- Provides input and technical assistance as necessary.
- Assists Project Manager/Planner with the presentation of projects to Planning Commission and Board of County Commissioners; assists in the preparation of staff reports and agendas for various boards and commissions.
- Responds to questions and complaints from the public concerning engineering and land development issues.
- Assists in the development and implementation of goals, objectives, policies and priorities.
- Reviews and coordinates the processing of environmental documents pursuant to National Environmental Protection Act and State requirements.
- Performs other duties as required.
Functions of Engineer III- Reviewer:
- Provides mentoring and guidance to lower level engineers to include setting priorities and reviewing written reports.
- Contributes to and maintains review policies and procedures; communicates policies and procedures to other engineering staff.
- Reviews and analyzes data and formulates recommendations regarding complex and controversial zoning applications, new subdivisions, land development, construction plans, and other engineering issues.
- Provides the Project Manager (PM), MDT members, and the customer with feedback on project requirements at Team Early Assistance, including approvals required, project feasibility, distribution needs, cost and timeline estimates.
- Reviews projects for consistency with all applicable adopted plans, codes and standards; identifies any related issues and makes appropriate recommendations.
- Coordinates plan review with other departments/agencies and coordinates the plan checking process to ensure all applicable standards, criteria and codes have been met; ensures appropriate records are maintained.
- Identifies acceptable options for project design; provides clarification on code interpretations and specific code language.
- Attends and represents the County at various meetings; responsible for being prepared for project meetings to include understanding the project, researching current and historical information, and evaluating Codes, County policies, and other applicable regulations; briefs replacement when unable to attend scheduled meetings.
- Supports the PM's function as the primary point of contact for the customer and staff; keeps the PM informed of separate discussions and decisions with the customer when the PM is not present.
- Represents the discipline in communications with public entities and private individuals, and elected/appointed officials regarding land development, planning goals and specific projects.
- Prepares for public hearings by researching and assisting Project Managers with preparing written reports to be submitted to the Planning Commission and Board of County Commissioners. Provides expert testimony and responses at public hearings and other meetings in coordination with Project Managers.
- Advises engineers, site planners and others engaged in development on proper land use and conformance with the Land Development Code.
- Manages and performs special projects including major revisions to the Land Development Code and Engineering Criteria Manual.
- Serves as "Engineer of the Day" when assigned to assist with engineering related questions and inquiries that come from the front counter.
- Performs other duties as required.
- Bachelor's degree from an accredited college or university with major study in Civil Engineering.
- Knowledge of principles and practices of engineering and administration as applied to the design and methods, materials, techniques, planning and construction of development projects.
- Knowledge of current developments in legislation, literature, sources of information relative to public works, engineering and development issues.
- Knowledge of principles, practices, methods and techniques of land surveying.
- Knowledge of plan checking methods and the ability to exercise sound independent judgment within established guidelines.
- Ability to read, analyze, and interpret technical procedures, planning and zoning regulations, Federal, State, and County regulations.
- Ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions.
- Ability to analyze and interpret reports, maps, drawings, blueprints, test data, aerial photographs and other topographic and geologic data.
- Ability to communicate effectively and to maintain effective working relationships.
- Maintain regular and punctual attendance.
- Must pass conditional post offer background investigation, drug screen and motor vehicle check.
Additional requirement to qualify as Engineer II – Reviewer:
- Four (4) years professional engineering experience required.
Additional requirements to qualify as Engineer III- Reviewer:
- Minimum eight (8) years progressive civil engineering experience required.
- Two (2) years experience in the supervision or oversight of professional staff.
- Ability to apply statistical techniques such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis as necessary.
- Ability to interpret an extensive variety of technical information, with abstract and concrete variables, in mathematical or diagram form.
- Ability to create own data sets necessary for project analysis.
- Ability to actively participate and make agreements, decisions or commitments within the regulatory framework, in a complex, controversial, or highly political environment.
- Must possess and maintain a valid Colorado Driver's license.
- Engineer Intern Certification is required.
Additional requirement for Engineer II and III - Reviewer:
- Professional Engineer's (PE) License required; possession of Colorado PE within six (6) months of hire required.
Work is performed primarily in an office setting. Some field work is required in the inspection of various land use developments, construction sites, and public works facilities.
