Laboratory Manager

The Regulatory Affairs Department is seeking a Laboratory Manager. This position manages the Water Quality Laboratory, coordinates the work of staff responsible for providing field sampling and laboratory analysis to achieve District sampling and analytical needs, and ensures laboratory operations remain in compliance with Federal and State regulations and data quality meets permit requirements.

Essential Functions:
(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

  1. Manage the Water Quality Laboratory, including field sampling, analytical procedures, method development, instrumentation, support systems, quality assurance/quality control, data interpretation, and reporting.
  2. Provide effective communication with internal partners, provide oversight of laboratory projects, and provide compliance with monitoring and analytical requirements of state and federal program and the District’s NPDES permit.
  3. Participate in the Regulatory Affairs Department management group in strategic planning, development, and implementation of Department goals, priorities, and programs for personnel development, laboratory services, safety, and compliance.
  4. Participate in the development and implementation of District and departmental policies, procedures, goals, objectives, and strategic initiatives as they relate to physical, chemical, and biological sampling and analyses of industrial waste, treatment plant, soil, biosolids, and ambient and storm water samples.
  5. Prioritize, plan, and track resources needed for laboratory’s work. Schedule staff and resources to ensure efficient operations. Ensure needed tools and resources are available to accomplish work plans.
  6. Prepare and administer the laboratory’s budget, as well as assist with the Department’s overall budget. Ensure needed staffing, equipment, and other resources are available for efficient and cost effective performance.
  7. Research, mediate, and resolve technical, regulatory, sensitive, and/or controversial issues and concerns and provide advice for internal and external partners.
  8. Negotiate with contractors, vendors, and consultants regarding the scope and cost of services, administer contracts, and manage work performed under contract. Monitor contract expenditures.
  9. Oversee, organize, assign, and review staff’s work. Develop performance standards and prepare performance evaluations. Provide coaching, implement disciplinary actions, and prepare development plans.
  10. Provide management presence for the Laboratory Safety Committee, develop and maintain laboratory specific safety procedures and training, track training, and assure compliance with District safety practices and procedures.

Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:

Extensive supervisory or managerial experience;

Extensive experience in laboratory programs, water quality, and wastewater treatment;

College-level coursework in biology, chemistry, chemical engineering, environmental science or related field.

Certification and Licensure:

Upon selection, all candidates must possess and maintain a valid state issued driver’s license.
