What you will do:
• Plan, coordinate and direct the activities of the Inland Fisheries Program by developing and implementing policies, procedures and program priorities, which are consistent with legislative, Fish & Wildlife Commission, and Fish Division goals and objectives. Develop short- and
long-range organizational needs, goals and objectives for the Inland Fisheries Program. Review and evaluate the success of programs, work assignments and special projects to meet program goals; implement changes as needed.
• Oversee the development of the Fish Division operating budget to provide the necessary resources to implement program objectives. Allocate available funding to subprograms. Control expenditure of funds and modify allocations as needed to meet new objectives. Develop contracts with federal agencies to obtain funds authorized through Congressional action.
• Direct the administration of the Inland Fisheries Program. Determine and assign available resources (staff, equipment and funds) to meet program needs. Maintain administrative control over subprograms. Evaluate the success and cost effectiveness of the Inland Fisheries programs using reports and statistical data provided by support staff. Directly supervise six Program
Managers (Conservation & Recovery, Engineering, Screens and Passage, Recreational Fisheries, Water Quantity/Quality, and Fish Propagation). Review and evaluate individual work plans and work products through personal daily and/or weekly contact. Provide and encourage career development opportunities for employees.
• Represent the Department, the Fish Division and the Inland Fisheries Program in a variety of forums by attending meetings and by carrying out lead assignments. Serve as the Department lead in directing the Oregon Hatchery Research Center (OHRC), a collaborative venture with Oregon State University.

We are seeking applicants who meet the minimum qualifications and have the following skills and experience:
Minimum Qualifications:
• Four years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; OR
• Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; and 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
Requested Skills:
• Academic-level experience in fish or wildlife research, development of models/statistical based analysis, and scientific studies involving environmental systems
• Managing complex budgets with multiple funding sources
• Working diplomatically with external partners
• Knowledge and understanding of fisheries management and hatchery systems
• Supervision of large agency subprograms
• Strong written and verbal communication skills
• Commitment to promoting and fostering a diverse workforce
