Engineering Technician

Do you like to analyze and solve complex problems? Are you comfortable interacting with people? Do you like working in an office, outside, in remote areas and in the mountains? This position will serve in the Division of Water Rights in the Eastern Regional Office housed in Vernal, Utah. You would help handle public inquiries, assist with the steps in various application processes, regulatory duties and responsibilities of the Division. This will entail the review and research of records and data to make proper evaluations and recommendations.

Principal Duties

 As an Engineering Technician with the Division of Water Rights in the Eastern Regional office you will:
  • Assist the public in person and over the phone to answer questions regarding water right procedures, laws and policies.
  • Assist with the accurate management of paperwork flow including filing and logging documents.
  • Assist with field work that requires travel by walking, hiking, and horseback or by driving vehicles in remote areas of the Uintah Basin and high elevation areas of the Uinta Mountains. Some fieldwork could be physically demanding and during inclement weather.
  • Assist with the processing of water rights through the application process.
  • Create maps using the Division's mapping software and GIS software.
  • Analyze and assist with the review of draft Orders of the State Engineer.
  • Assist in the technical review of proofs and preparations of certificate documents.
  • Assist with water well drilling applications and issues.
  • Assist with the inspection of dams. 
  • Assist with water distribution issues. 
  • Assist with the preparation and review of water user's claims and adjudication proposed determinations.

Typical Qualifications

  • Be physically able and willing to travel to and work at high elevations in the Uinta Mountains and in other remote areas.
  • Speak clearly, concisely and effectively (in English); to listen to, and understand, information and ideas as presented verbally. Multilingual individuals are encouraged to apply.
  • Communicate information and ideas clearly and concisely, in writing; read and understand information presented in writing.
  • Read and interpret maps, plats, charts, plans, and/or blueprints.
  • Read, interpret and apply laws, rules, regulations, policies and/or procedures.
  • Research methods, techniques, and/or sources of information.
  • Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
  • Principles, theories, and practices of water resource management.
  • Knowledge of Utah water right law, rules, regulations, and statewide policies.
  • Use State or agency-specific software application programs.
