Summary:
The Food and Drug Administration’s (FDA) Center for Tobacco Products (CTP) regulates the manufacturing, marketing, and distribution of tobacco products. Our goal is to reduce the harm from all regulated tobacco products across the entire population, including: reducing the number of people who start to use tobacco products, encouraging more people to stop using these products, and reducing the adverse health impact for those who continue to use these products. CTP's actions have significant public health and consumer protection impact and are among the most important issues faced by the Agency in its long and distinguished history.  

This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Medical Products and Tobacco, Center for Tobacco Products (CTP), Office of Science (OS), Division of Product Science (DPS) located in Beltsville, Maryland.

Ideal Candidate Statement:
The ideal candidate has Masters or Doctorate in analytical, organic, physical, polymer, biochemical or inorganic chemistry with relevant experience in the chemistry field. This includes the following:
  • experience with analytical method development and validation of experimental methods (e.g., accuracy, precision, repeatability, specificity, LOQ/LOD),
  • demonstrated ability to analyze and solve problems on the basis of scientific data and justification,
  • experience with testing of small molecule compounds, either drugs or tobacco constituents,
  • regulatory compliance experience and knowledge, and
  • written and oral communication experience either through recent scientific publications/presentations or internal reports (not SOPs or QC/QA documents).
  • demonstration of critical thinking skills through the design and implementation of independent projects to address complex and difficult chemistry problems

Responsibilities/Job Duties:
  • Serves as a Chemist, responsible for performing conventional-type scientific reviews and evaluations associated with tobacco product marketing applications.
  • Supports higher-graded scientists to integrate the chemistry evaluation with evaluations of marketing applications by other scientists.
  • Assists with other scientists, lawyers, and stakeholders to acquire information and suggest changes to rulemakings and guidance documents.
  • Analyze research and identify chemistry gaps that require additional laboratory studies to better understand tobacco products.

Qualifications:

The position of Chemist falls under the 1320 occupational series. To qualify for this position at grade GS-11, you must meet the following:
Basic Requirements

A. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications.
Minimum Qualifications

Specialized Experience. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

GS-11: You must possess 1 year of specialized experience equivalent to the GS-09 grade level in the Federal service or public that includes assisting in laboratory studies and/or project to analyze scientific data on tobacco products and other regulated products.

OR

I have 3 years of progressively higher level graduate education leading to a Ph.D. degree in related field or Ph.D. or equivalent doctoral degree in related field.

OR

I have a combination of specialized experience as described in A and higher graduate level education as described in B that, when combined, equal 100% of the total requirement.
